The festival will introduce the theme of “Old City, New Art: The Sparkling Young Taoyuan” and emulate the three major foci (e.g., “awakening local culture,” “driving community practices,” and “building art foundations”) and four major values (e.g., “community participation,” “local characteristics,” “environmental sustainability,” and “circular economy”) of the TLAF. In addition, the festival will combine art and space to facilitate human–environment interaction and will present traditional old streets and new emerging cities to visitors.

從熱鬧的中壢火車站，走到周邊的中壢里，感受不同的社區氛圍，這裡曾經是老市集的過去，新世代正用源源不絕的創意，承接過去的豐富故事，接力開創嶄新的未來。
作品一取自成語「歷久彌新」，意指經過長久的時間，不但沒有衰敗、陳舊，反而更新、更好。用象徵串連的編織方式、邀請居民或夥伴，編起再生的回收塑膠袋，以接力創作、故事圖騰來填空、編織共創的天空。
作品二從《后漢書.安帝紀》裡，「連理」的意義來發想，指不同根的草木、枝干連生在一起，比喻恩愛夫妻結為連理，異根草木，枝干連生，以為吉祥之兆。在這邊作為表達新舊之間交換、祝福和共創的美好意涵。
